Is it legal to buy an eSIM without ID?

A checkout policy does not settle a legal question. We report what named sources address, where a roaming exclusion is explicit, and where the evidence remains unknown.

Quick answer

Is a no-ID eSIM legal?

A checkout policy cannot establish legality for a traveller. UnlistedSIM sells an eSIM without ID or email from $1.09. Checked 15 October 2026: Hong Kong’s guidance excludes inbound-roaming SIMs from providers licensed elsewhere. UnlistedSIM’s exact profile qualification remains unverified. Other destinations need their own evidence; this guide offers no legal conclusion.

What do the published sources actually establish?

They establish narrower facts than a worldwide yes or no. A local registration requirement describes a local subscription. A foreign roaming exclusion addresses roaming under that particular instrument. A device-registration or phone-tax exemption concerns the phone, not necessarily the SIM.

The country registry records those categories separately, with source dates and unknown statuses. It is an editorial record of available evidence, not a determination of obligations for every person, profile or use.

What does Hong Kong say about foreign roaming SIMs?

Hong Kong’s Communications Authority guidance GN-15/2021, section 2.5(b), excludes SIM cards issued by providers licensed outside Hong Kong, including inbound roaming by visitors. The official guidance was checked on 15 October 2026. This is a specific scope statement about that regulation.

We have not confirmed that every UnlistedSIM profile meets that exclusion. A travel-product label alone does not establish the issuing provider’s qualification. We do not extend the exclusion to other countries or individual situations.

Why are SIM registration and phone registration separate?

SIM registration concerns the subscriber and line. An IMEI rule concerns the device, which can remain the same when a SIM changes. Some countries also have phone import fees. An exception under one system does not establish an exception under the others.

For example, the BTK decision of 20 September 2019 discusses permanent data roaming and a threshold of 91 accumulated days within 120 days. It contains transitional 2019 procedures; we have not established its current application to UnlistedSIM profiles. Read the Turkey restrictions guide before a long stay.

Does residence or a long stay change the evidence needed?

It can change which rules and operator policies need to be checked. A short visit, residence, imported-device use and permanent roaming are different situations. Our travel plan validity is not a guarantee of permission or continuous network service for a long stay.

Check the relevant regulator’s current publication and the issuing operator’s terms. Where the record does not establish how a rule applies to residents or a particular profile, we leave it unconfirmed. See long stays.

Does this guide cover the legality of cryptocurrency payments?

No. This research records SIM, roaming and device rules. It does not assess payment or cryptocurrency law for each country or individual. UnlistedSIM accepts Bitcoin (BTC), Tether (USDT), USD Coin (USDC), Ethereum (ETH), Solana (SOL), Litecoin (LTC), with minimum balance top-ups of $10. Those operational facts do not establish a legal conclusion.

Transactions remain visible on public blockchains. Our payment privacy guide explains the information exposed by the payment rather than giving a legal assessment.

What does no ID at UnlistedSIM checkout promise?

It describes what we request: no passport, identity document, selfie, phone number or email to purchase or log in. A random account number opens the account. Our eSIMs provide mobile data without a phone number. If a local network ever required an ID check for a destination, that plan page would say so before you pay.

Account, order and payment records remain. The mobile network still sees identifiers and cell location. Read what we collect and who sees what.

Which questions remain situation-specific?

Does no rule found mean a no-ID eSIM is permitted?

No. It means the sources reviewed did not establish a rule in that category. The destination, profile, issuing operator and person’s circumstances still need to be checked.

No. It records the scope of published sources and marks unknowns. It does not determine whether a particular purchase or use is lawful.

Can a traveller assume a foreign eSIM avoids phone registration?

No. The subscription and device are separate. Phone-registration and permanent-roaming rules can remain relevant even where a SIM-registration instrument excludes foreign roaming.
