SIM card without ID: where can you still buy one?

A physical SIM, a local eSIM and an international travel eSIM can have different document requirements. Start with the operator and source scope, then check the separate phone-registration rules.

Quick answer

Can you buy a SIM card without ID?

Requirements vary by country and operator. Turkcell’s tourist SIM and local eSIM require a passport, according to its page checked 15 October 2026. UnlistedSIM offers a travel eSIM without ID or email from $1.09 at checkout. Foreign-profile and roaming rules must be checked separately; missing evidence does not establish an exemption.

Which distinctions matter before buying?

Physical SIM or eSIMThe format does not itself decide the ID rule
Local tourist SIMCheck the local operator’s current registration process
International travel eSIMCheck the issuing profile, seller and roaming scope separately
Phone registrationIMEI or import-fee rules concern the device and may be separate
UnlistedSIMNo ID or email at checkout, data only, plans from $1.09
Unknown country statusNo requirement or exemption has been confirmed in that category

Can I buy a SIM card without ID in Turkey?

Turkcell’s local tourist SIM and eSIM require a valid passport, according to its operator page checked 15 October 2026. UnlistedSIM offers a travel eSIM without ID or email from $1.09 at checkout. These are different products; foreign-profile requirements and Türkiye’s phone-registration and permanent-roaming rules still need separate checks.

Turkcell’s own offer describes its local process. App activation requires a chipped passport, an NFC-capable eSIM phone, a liveness check and video acceptance. For restrictions on access to eSIM sellers and the limits of current evidence, read Turkey restrictions.

Does a digital eSIM always require less identification than a SIM card?

No. An eSIM is a downloadable subscription profile, not a different registration category by itself. An operator can require the same documents for its physical SIM and eSIM. Turkcell, for example, lists both formats within its tourist offer.

A travel eSIM issued outside the destination is a different arrangement. The seller’s purchase requirements and the destination’s rules both need checking. The country registry records local requirements, travel-profile evidence, roaming and device rules separately.

Where can I see the rules by country?

Use the SIM and eSIM ID rules by country. Each row identifies the source, evidence date and scope. A country can have a documented local registration requirement while its travel-profile status remains unknown.

For Europe, use the consolidated No-ID eSIM in Europe guide. Local registration policies differ between countries; a regional data plan does not create one common European SIM-registration rule.

When is foreign roaming explicitly distinguished from local SIM registration?

Only where the source actually says so. OFCA’s advisory-committee minutes distinguish inbound roaming SIMs issued by overseas operators from the local registration requirement. That is a Hong Kong source-specific statement. We checked the official minutes on 15 October 2026.

An exception from a phone fee or IMEI registration is a different finding. We keep it separate rather than treating every device exception as a subscriber-registration exception.

Can a SIM without an ID check hide the phone from the network?

No. An active mobile connection creates device and subscription identifiers, cell-location information and connection records. A new SIM or eSIM does not erase the phone’s hardware identity. Applications can also identify the user through sign-ins, permissions and device information.

UnlistedSIM reduces the information requested at checkout. Its data policy and seven-party visibility table explain which records remain. No end-to-end VPN is supplied by the eSIM itself.

What does UnlistedSIM ask for instead of a passport?

No identifying form is required at checkout. A random account number is created for login. Fund a prepaid balance from $10 in Bitcoin (BTC), Tether (USDT), USD Coin (USDC), Ethereum (ETH), Solana (SOL), Litecoin (LTC), then buy a data plan from $1.09. The QR and activation code appear in your account when ready.

Email recovery and extra account-security settings remain optional. Save the account number. Plans include no phone number, voice service or SMS. If a local network ever required an ID check for a destination, that plan page would say so before you pay.

What should I confirm before choosing a SIM?

Can I buy a SIM card without ID in the USA or Canada?

This guide does not establish a universal rule for every operator or checkout. Check the current country entry and chosen operator’s activation requirements. A provider may collect customer details even when a source does not establish a universal statutory ID rule.

Can I buy a prepaid SIM card without ID in Europe?

Requirements differ by country and operator. The consolidated Europe guide separates local registration from international travel profiles and gives the source scope; a European roaming plan is not a general registration exemption.

Do I need a passport for a travel eSIM?

Not at UnlistedSIM checkout. Some sellers or profiles require documents, so check the product itself and its destination evidence. If a local network ever required an ID check for a destination, that plan page would say so before you pay.

Does no rule found mean no ID is required?

No. It marks a gap in the published evidence we reviewed. The entry remains unknown rather than being converted into a yes or no.
