Do you need ID for an eSIM in Hong Kong?

Can you buy a local SIM or eSIM in Hong Kong without ID?
The real-name registration regulation for SIM cards took effect on 1 September 2021. Visitors can register with a travel document. Unregistered cards were cut off on 24 February 2023.
At most 10 prepaid cards per person per operator.
What is documented for a foreign travel eSIM in Hong Kong?
Section 2.5(b) of the Communications Authority guidelines excludes SIMs supplied by providers licensed elsewhere, including visitors using inbound roaming on Hong Kong networks. The exclusion is about the provider and subscription, not simply where a reseller takes payment.
Does Hong Kong real-name registration cover a foreign travel eSIM?
The Communications Authority's implementation guidelines, section 2.5(b), explicitly exclude SIMs provided by service providers licensed elsewhere, including visitors using inbound roaming. Buying a card on an overseas website is not, by itself, the deciding fact: a Hong Kong operator's local product may still require registration.
For local cards, OFCA describes registration using the subscriber's original identity document before activation. The prepaid limit is 10 cards per individual per operator. This documented distinction makes Hong Kong a stronger evidence case than destinations where a review simply found no relevant roaming text. Mainland China has separate installation and identity rules.
What should a visitor check before travelling to Hong Kong?
Some iPhone models sold in Hong Kong and Macao have two nano-SIM slots and no eSIM, according to Apple. Check your exact model before you buy.
If you continue to mainland China, install the eSIM before you cross: Apple says foreign eSIMs cannot be installed while in mainland China.
What does an UnlistedSIM plan for Hong Kong cost?

What else is specific to Hong Kong?
What changes when I cross from Hong Kong into mainland China?
Two things. First, installation: Apple says eSIMs from carriers outside mainland China cannot be installed while the iPhone is in mainland China, so install in Hong Kong or at home. Second, routing: in mainland China, whether Google or WhatsApp work depends on where the eSIM routes traffic. For our plans, that routing is not yet published and not tested, so we make no prediction. Check that your plan covers both places before you buy.
Which iPhones sold in Hong Kong have no eSIM?
Some. Apple says certain iPhone models sold in Hong Kong and Macao have Dual SIM with two nano-SIM cards, which means they have no eSIM. Check the exact model number on Apple's eSIM support page before you buy any eSIM. iPhones from mainland China also have limited eSIM support. The phone must be carrier-unlocked to use a travel eSIM.
Where can I check the checkout and privacy limits?
How checkout works · Who sees the device and location · Phone compatibility · Exit IP evidence · Long stays.
